What is Pan?
Pan is a newsreader which attempts to be pleasing to both
new and experienced users. In addition to the standard newsreader
features, Pan also supports yEnc,
offline newsreading, article filtering, multiple connections,
and more features for power users

This is a minor release, with a handful of bugfixes to 0.13.3.91's
Task Manager rewrite, and some new minor Preferences options.

||Sped up the loading of very large newsgroups.
||Fixed 0.13.3.91 bug in importing filters from older filter files -- phrases were wrapped with '*' characters.
||Fixed 0.13.3.91 bug in the filter editor that didn't set the `starts with', `doesn't start with', etc correctly.
||Fixed 0.13.3.90 SIGPIPE crash.
